Position Summary

Funded through the Southern African Development Community (SADC) Secretariat and implemented by the SADC-GMI (Groundwater Management Institute), the project to facilitate the “Establishment of National Focal Groups in the SADC Member States” intends to improve and enhance institutional capacity in SADC Member States to advocate for investments in groundwater and increase the ability of Member States to finance groundwater related investments. The SADC Member States piloting this project are: Eswatini, Malawi, Mozambique, Namibia and Zimbabwe.

Role and Reporting
With the support of the project team and under the guidance of the Team Lead at OneWorld, the In-Country Expert will play a key role in establishing, empowering and sustaining groundwater focal groups at country level, the National Focal Groups (NFGs), until September 2020. The In-Country Expert also plays a broader role in advancing the groundwater investment agenda in the SADC region, by becoming part of the SADC-GMI
network.

Minimum Requirements

  • Bachelor’s degree in any one of the disciplines necessary to undertake water related institutional development for improved groundwater management and governance.
  • Minimum 7 years’ experience working on the relevant national issues in at least three of the following aspects:
    • Groundwater governance and policy development
    • Institutional development in the water sector
    • Groundwater project design
    • Groundwater project funding
    • Groundwater project implementation
  • Demonstrate solid in-country stakeholder networks.
  • Available to work immediately, for a maximum of 15 days, above current commitments, until
    September 2020.

Required Competencies and Attributes

  • Demonstrate in-depth understanding of policy, legal and institutional frameworks of the water sector.
  • Team-player with the ability to self-start and work independently and remotely.
  • Currently working with a relevant institution (e.g. non-profit organisation, government water resource department, development finance institution (DFI), private sector, academic institution) would be considered an advantage.
  • Position opened to citizen nationals, permanent residence holders and/or foreign nationals with a right to work.

Main Duties

For the duration of this project, the main focus of the In-Country Expert will be threefold:

  • To provide input into the development of the Generic Terms of Reference (ToRs), guiding the establishment of the NFGs, and contribute to the adaptation of these generic ToRs into contextspecific ToRs;
  • To ensure communication and co-ordination with stakeholders in the Member States (in support of the networking and training components of this project);
  • To facilitate training and mentor the NFGs participants.
